Mainstreaming Social Accountability for Improved Transparency and Participation in Mongolia (MASAM - II) project (2020-2023)

The second phase of “Mainstreaming Social Accountability for Improved Transparency and Participation in Mongolia (MASAM)” is being implemented by the World Bank with funding from the Swiss Agency for Development and Cooperation, and the Global Partnership for Social Accountability.  The Save the Children Japan, Mongolia, World Vision Mongolia and Globe International Centre are working as implementing partners for the project

Save the Children is providing consultancy service for implementation of the project in Umnugovi, Dungovi, Dornogovi, Govisumber, Khentii, Sukhbaatar, Dornod aimags and Bayangol, Chingeltei and Sukhbaatar districts of Ulaanbaatar, Mongolia in 2021-2022.

The project is aiming to improve quality and accessibility of public services, particularly in primary health care, the efficiency of public investment and to strengthen the local capacity in order to mainstream social accountability.

Project goal:

To mainstream social accountability across Mongolia, contributing to better service delivery and investments through effective use of public funds.

Project components:

  1. Leveraging Information and Communication Technology in strengthening and developing collaborative social accountability
  2. Capacity building for participatory monitoring of budget allocations and service delivery
  3. Improving coordination and institutional capacity at the policy level
  4. Enhancing adaptive Knowledge & Learning

Key activities:

  • Organization of hackathons and competitions for the design of citizen’s interfaces for improved public outreach and citizens’ feedback in the health sector and public investment projects (including methodological notes for the Ministry of Health and the Ministry of Finance).
  • Creating capacity in CSOs and citizens to conduct participatory monitoring of budget allocations and service delivery outcomes using ICT-based participatory platforms as well as social accountability tools such as budget literacy and analysis and the relevant data collection, data use and re-use.
  • Capacity building to CSOs and citizens in the use of the social accountability tools at the aimag/soum/district level to help raise citizens’ awareness.
  • Knowledge sharing for monitoring, evaluation and learning mechanisms, including adaptive management and learning process to regularly adjust project implementation based on experience and contextual circumstances as well as to generate knowledge and learning for targeted external dissemination amongst key stakeholders.

Expected results:

  • Contribution to increased percentage of citizens accessing information and providing feedback using Information and Communications Technology (ICT) platforms towards improving health service delivery and quality of investments.
  • Contribution to ensuring problems and issues tracked by Civil Society Organization (CSOs) at the central and local level.
